no propane coming out at the pilot valve, tanks are service & turn on. the gas stove is working.

Could be dirt in the pilot orifice. It is VERY small. Be careful that you don’t make the hole larger when you clean it. Try blowing air through it after you remove it.
If that doesn’t correct the problem, then you probably need a new gas valve…

Loosen the pilot tube connection at the gas control, soap up the connection and press the gas control.
This should tell you if gas is getting to the pilot.
If so remove the pilot assy. and clean the hood and orifice.

I would check the thermocoupler. It sounds like it needs to be replaced.

When rv water heaters are used only occasionally the valve tends to stick.If your thermocouple and pilot tube are ok try lightly tapping on the control valve on the heater. This may free it up. I was ready to replace my control when my brother in law who owns a trailer park told me to do this and it worked. Good luck.
