We have a restriction of not more than 2 metres of horizontal movement. But we can go quite high in a double walled pipe… where the intent as I see it is to prevent too much loss of heat. When we are making the exhaust gas move by convection, it has to retain its heat. We must not go more than 5 metres in total pipe length when using single wall pipe.

I don’t think length is an issue as much as how many bends are in it. In California, by code, you’re only supposed to have 90 degrees worth of bends (one 90, two 45s, etc.).
I would call a plumbing company that does the installations and ask. I don’t trust the people who do installations at a home improvement store. My neighbor had a water heater installed by Lowes a few years ago. The next day I could smell a strong gas smell in my back yard. I traced it to their new water heater. The gas line wasn’t tight and it was leaking.
They also ran the vent out of the water heater closet, up to below the eave, around the eave (using a bunch of angled connectors), and up above the roof line (obviously not to code, according to a plumber friend of mine). It looked like crap and it blew sideways during a windstorm. They still haven’t fixed it.
