The mixing valve is bad and needs replaced even if its open full to the highest its not letting any hot water thru.

Are you getting a full flow of water from the hot water pipes?? If not you may have a build up of scale and mineral deposits in the heat exchanger. Depending on the exchanger material, there are several chemicals you can use to clean it out. Check with local supplier to see waht is avalible in your area. The furnace could also need a good cleaning or some rebuilding. Air in the system could be causing problems too. Bleed any air from the pipes and exchanger that you can. If there are no fitting on the furnace or exchanger you can try opening the highest hot water tap in the house a little and see if you hear any air escaping or making noise in the pipes.
