Well first of all I am going to assume that you understand how tank less heaters work, that they do not heat any water unless water is actually flowing through them.
First thing to check is the capacity of the heater, you may simply be trying to use more hot water that the heater can supply. Solution is to get another heater with higher capacity or split the house into two zones and have a heater for each zone.
The heater has several sensors to tell it when to heat the water and what temp to heat it to. If you are not exceeding the capacity of the heater then one of the sensors is not working right and it will most likely take a technician that knows the heater to figure out which one.
