Should be no problem.
Standing water above the burner area would be a problem.
How do you get snow where the water heater is located?

    A B-Vented water heater without electronics will be more tolerant than a power vented model, but I wouldn’t reccommend for any water heater to be subjected to that for an extended period. If it just got snowy transporting it or sitting outside during a renovation, move it indoors and let it warm up to room temperature before you reconnect and fire it up. Some of the manufacturers had problems with leaky gas valves on heaters that were connected before they fully warmed up…
