Water heater is super heating water even with the dial in the ‘off’ position?

Normally I really wouldn’t care if my water heater was pumping out scalding hot water no matter what setting it’s on, however because of this we are going through $300 of oil in 2 weeks. Does anybody know why or how my water heater could be producing the hot water even when it’s off? Doesn’t make much sense to me.. Thanks!
Does a bad thermostat mean I need a new water heater? Or a super expensive repair?

Have your thermostat changed. Anyone handy with tools can do this. Just turn off all power sources ie gas, electric, etc… If your heater continues to heat for a long period of time then it will start to build up steam inside and if it does that then it WILL blow off the pressure relief valv on your heater or bust the seam on the heater. Either way you will have a wet mess.

Thermostat is sticking or bad. You need to replace it not hard at all.
It appears it is running all the time and this could cause a major heat build up in the tank if not careful.
