    Call whoever issued it, they might know of similar issues without having to come out and charge you.

    Are you sure there is no other water being used in the house? Dishwasher/toilet/washing machine.
    They do have a bit of delay to heat the water but after it is flowing it should be at a stable temp depending on the distance the run of pipe it takes to reach the outflow.

    Very dependent on the model and type gas / electric and size also may not be the water heater you may have a mixing valve that is the problem check to see if you get the same result at a different faucet such as in the kitchen. if not i would suspect that you may have a thermostatic mixing valve for the shower that is the culprit.They are installed quite regularly to prevent children from getting scalded and unknowing adults also
