Could be a couple of things, but my first gut reaction is to suggest dirty burners.
Time for a service and clean perhaps?

probley the gas burner, a high heat burner will roar or whine when burning, or it could be the water flowing thru it,

Probably a bad power ventor. Maybe dirty and a lack of combustion air.

There are 2 things for sure when a tankless problem occurs, nobody can tell you what is causing it and you can’t fix it yourself
