Why my Tagaki tankless water heater can not provide constant hot water — if I happened to turn down hot water

It then would take time to have hot water kick on again. This is extremely bad and cold while taking a shower.

if you turn the hot water off and then back on, the water heater turns off but has a start up process which it must go through again to heat the water. so you get a bit of cold water in the pipes sandwiched between hot water on either side. if this is the problem a 5 gallon buffer tank installed near the outlet will let this water mix so it doesnt come out cold.
or maybe you just need a Rinnai.
